Moms: Sweden's Value Added Tax
In Sweden, Value Added Tax is locally called **moms** (*mervärdesskatt*). Sweden's standard moms rate of 25% is one of the highest standard rates in the European Union, matching Denmark and Croatia.
2025/2026 Momsbefrielse (Exemption) Threshold Update
For the tax years **2025 and 2026**, Sweden has increased the turnover limit for moms exemption to **SEK 120,000** exkl. moms (previously SEK 80,000).
To qualify for momsbefrielse (VAT exemption) through Skatteverket, your business must satisfy these requirements:
- The business must have its seat (säte) in Sweden.
- Your total taxable sales in Sweden must not exceed SEK 120,000 during the current calendar year.
- Your taxable sales must not have exceeded SEK 120,000 in any of the two preceding calendar years.
Under this exemption, you do not charge moms to clients, and you do not submit moms declarations. However, you cannot deduct input moms (momsavdrag) on business costs or capital expenditures. Exemption is voluntary; you can register for moms even if sales are below SEK 120,000.
How to Calculate Swedish Moms Backwards (VAT Reversing)
When recalculating moms from a gross (inklusive moms) price to separate the tax component, accountants use quick multiplier shortcuts:
- For 25% moms: Tax component = Gross Price × **0.20** (20%)
- For 12% moms: Tax component = Gross Price × **0.1071** (10.71%)
- For 6% moms: Tax component = Gross Price × **0.0566** (5.66%)
Swedish Invoice Requirements (Fakturakrav)
Under Swedish law (Momslagen Ch. 6 § 4), every VAT invoice must include mandatory information. Missing details invalidate input VAT deduction for the buyer:
- Sequential invoice number (unique, consecutive)
- Date of issue and date of supply (if different)
- Supplier & customer: full legal name, address, Swedish VAT number (SE + 12 digits + 01)
- Description of goods/services with quantities
- Unit price excl. moms, any discounts
- Moms rate per line (25%, 12%, 6%, 0%, exempt)
- Moms amount per rate + total moms
- Total excl. moms (netto) and incl. moms (brutto)
- For reverse charge: "Omvänd skattskyldighet" + customer's VAT number
- For exempt: "Momsfri — Momslagen 6:12" or similar legal reference
Simplified invoices (under SEK 4,000 incl. moms): fewer details but must show date, supplier, description, total brutto, moms rate.
Reverse Charge (Omvänd Skattskyldighet) in Sweden
The reverse charge shifts moms liability from supplier to customer. Mandatory in these cases:
- Cross-border EU B2B: Supplier invoices without moms; Swedish buyer self-assesses at 25% (or applicable rate)
- Domestic construction services: Between two VAT-registered builders
- Scrap metal & waste: Ferrous/non-ferrous metals, paper, glass recycling
- Emission allowances & green certificates: Energy sector
- Mobile phones, laptops, tablets: Bulk B2B sales (anti-carousel fraud)
Invoice must state "Omvänd skattskyldighet" and include both parties' moms registration numbers.
Digital Services & OSS for Non-Resident Sellers
Selling SaaS, e-books, streaming, downloads, or online courses to Swedish consumers? You must charge Swedish moms from the first krona — no threshold for digital services.

Moms Declaration Filing (Momsdeklaration)
Filing frequency depends on annual taxable turnover:
- Monthly: Standard for most businesses (due 26th of following month, 27th for Jan/Dec)
- Quarterly: If turnover under SEK 40 million (due 26th of month after quarter-end)
- Annually: If turnover under SEK 1 million (due 26th Feb for prior year)
File via Skatteverket e-tjänster. Pay moms by same deadline. Late payment = interest (ränta) + potential tax surcharge (skattetillägg).
Penalties & Enforcement (Skatteverket)
- Late moms declaration: Förseningsavgift SEK 625 per declaration
- Late payment: Ränta on overdue amount (currently ~6.25%/year) + possible skattetillägg
- Incorrect declaration: Skattetillägg up to 20% of underpaid moms (40% for gross negligence, 100% for intent)
- Missing moms reg. number on invoice: Buyer loses momsavdrag right; supplier fined
- Record keeping failure: Fines up to SEK 10,000; 7-year retention (10 years for property)

Formula: Gross = Net × (1 + VAT Rate)
